You send the export
A CSV out of ServiceTitan, Housecall Pro, Jobber, whatever you run. Unclosed estimates, last 180 days. Ten minutes, and you're done until the callbacks start.

I work the list
Every record gets sorted by what stopped it: price, financing, timing, still shopping, already bought elsewhere. Then follow-up goes out in your company's name, with your approval on every word before anything sends.

Your guy gets a callback
Name, number, the original quote, and one line on what held them up. Your rep calls back within four hours. That part is on you, and it's the part that decides whether this works.
How you'll know it worked
I don't contact a fifth of your list on purpose.
Twenty percent of your estimates get held back at random and never touched. At day thirty we compare them against the ones I worked. If the contacted group didn't close more jobs than the group I left alone, you'll know, because I'll be the one showing you the number.
Most follow-up outfits can't tell you whether they did anything at all. They report what closed and let you assume they caused it. This is the difference between a report and a result.
